The Prime Minister of Zantia is the matriarch of the Human society in the Tauran system.
As a result of a conflict with the Ruathans, many of the Zantian men were either killed or imprisoned, resulting in the Prime Minister's policies advocating not only strict isolation from other worlds, but for the abduction of men from other planets to not only repopulate Zantia, but also to ensure that the planet is not seen as defenseless by outsiders (BR25: "Planet of the Slave Girls").
