The Federal Directorate is the government body on Earth, of which the Earth Defense Directorate is an arm (BR25: Film, "Awakening").

Kane voices his belief to Princess Ardala that William "Buck" Rogers is a spy for the Federal Directorate, so that they may determine the veracity of the Draconian Empire's offer of peaceful trade between them and Earth (BR25: Film, "Awakening").
